the only language understood by killers like this is the language of force. so the united states little being with with a broad coalition to dismantle this network of death. >> the president there being forceful and eventually optimistic with his message. calling on the world to join in on this fight against isis. he's also said that this is a time for the world, especially muslim communities, to explicitly and forcefully reject the ideology of organizations like al qaeda and isis. he went on to emphasize in this effort the united states does not act alone. so far, more than 40 nations have offered to join this coalition to fight the terrorists. barbara. >> thank you, angie. the president's comments follow new air strikes overnight, targeting isis in syria and iraq. u.s. defense leaders say they launched four air strikes in iraq and one in syria. they used a mix of attack, both bomber and fighter jets. the u.s. arab partners helped in the air strike in syria.

well, break out the umbrella. storm team 4 is tracking the potential of flooding later today. right now, it's very cloudy, chilly ahead of the rain moving in. storm team 4 meteorologist chuck bell joins us. >> hey, good morning to you. clouds have been continuing to move in and thicken and eventually these clouds will lead to rain chances later on today. here's the way it looks. several areas of spin associated with this. one coming up near raleigh. another area of spin off the outer banks of north carolina. that's all lifting in our direction. so just a cloudy sky and dry metro area now will become increasegly wet especially after the sun goes down this evening. we have dry hours in front of us. the possibilities there for more than an inch of rain. the weather service has issued a flood watch for the area, especially parts of suburban

montgomery county. upper 50s to low and mid-60s. we might get close to 70 for a brief time this afternoon. cloudy, still dry this afternoon. showers moving in after 3:00, 4:00, 5:00 this evening. that could impact the nationals game. first pitch is at 7:05. this game is in trouble before they get the ball out to the pitcher's mound. whether or not it's messing with your weekend, coming up in a few moments. the d.c. police department announced the details of a new program to put cameras on its officers. the mayor and chief wrapped up their news conference. they say the program will help keep everyone, both you and the officers, safe. the cameras will be rolling any time they stop, question you or pull you over. >> so this gives us that independent, unbiased witness that will, you know, help us sort through what is normal in a

police investigation, a variety of opinions from a variety of different people. >> take a look at this. police are deciding where those cameras will go, whether on an officer's glasses or mounted on their chest. the program will start with patrol officers and expand throughout the department. the chief says the full rollout could take years. new developments in the search for hannah graham. jesse matthew, once considered a person of interest, is now charged with their abduction. matthew's fugitive status allows the fbi to use extensive resources to track him down. that could lead to a quicker arrest. nbc's craig melvin has the latest from charlottesville. >> this morning, charlottesville police say they know who's responsible for hannah graham's disappearance. they still don't know where he is. they also don't know where the missing 18-year-old is either. this morning, there was a search. there's a manhunt. and still lots of unanswered questions.

>> they appeared before a magistra magi, vy late this afternoon. and obtained an arrest warrant for jesse lee matthew jr. >> 32-year-old jesse matthew, the man police say was last seen with hannah graham, is now charged with her disappearance. >> class 2 felony of abduction with the intent to defile. >> in other words, intent to commit some type of sexual assault, according to virginia law. nbc news has learned matthew was a volunteer football coach at this private school in charlottesville. the school's headmaster sent this letter to parents, saying they put matthew through their normal background process and checked multiple references. mou matthew played football at nearby liberty university, a christian college in virginia. at one point, he was also a cab driver in charlottesville. police actually talked to matthew briefly saturday when he went to the police station, asked for a lawyer and left before answering any questions. police maintain at that point they did not have enough

information to arrest the uva medical center. now involved in an all-out manhunt. >> the authorities will be looking at his cell phone records, his computer records, his bank records. they'll be talking to relatives. there are a lot of electronic fingerprints that people leave that can be a great aid to helping to locate them and in this case, get this guy in custody. >> reporter: still, several questions remain. like what evidence led police to matthew. do police suspect it was a crime of opportunity or preplanned? do they think he could be connected to other crimes in the area? in tuesday's news conference, the police chief answered just one question. are they still looking for hannah. >> we absolutely are continuing our search for hannah. even as speak. we will continue our search for

today, in less than an hour of maryland governor o'malley will be honored for his impact on the martin luther king jr. memorial. the only state outside of d.c. to provide financial support to the memorial. the congressional black caucus foundation will honor o'malley during the annual leaders of democracy luncheon. held at the mlk memorial. we have some new developments this midday on push to build a memorial for president dwight d.

eisenhower. we learned kansas senator jerry moran has resigned from the memorial commission after 13 years. this as the commission gets ready to vote today on whether to move forward with the project. there was supposed to be a vote last week but there weret enough me architects presented version but the eisenhower family still has not been happy with the resign. considering a presidential run. we're going to tell you the name we can soon hear a lot of in 2016. >> the districts traffic cameras focus more on revenue than safety. right now, council members are meeting to try to fix the problems after reports blasted the program. details coming up. i'm storm team 4 meteorologist chuck bell. flood watches have been posted for the rest of today and overnight tonight. rain could be heavy at times. we'll detail the timing of the

right now, d.c. lawmakers are meeting to discuss the speed cameras. following a scathing report from d.c.'s inspector general about those speed cameras. news 4 is at the wilson building with more on this hearing and what lawmakers are saying.

>> reporter: this hearing had to happen after that ig report found evidence that backed up what many drivers have complained about. among those complaints, among them, speeding and red light tickets going to the wrong drivers. and it raised questions about whether the program was really about revenue then safety. now, that's not sitting well. the questions raised out of this not sitting well with some members. we caught up with a council member. here's what she had to say. >> yes, there have been glitches but they are few. we will fix them. it's appropriate. but to portray this as somehow, you know, an unfair system is just plain wrong. >> now, things could get a little testy in this hearing when the inspector general's office testified. also, we're expected to hear from the police department of public works and the department

of transportation about the troubles or glitches that the council member mentioned. the council woman says, look, this is $179 million program . it's not going to go away. there are changes that can be made. if she could have her way, she could have a camera at every red light in the city. that is the latest from outside the wilson building. >> and we're learning more about the man who jumped over the white house fence this weekend as his history with the secret service. agents interviewed him twice before that incident happened. in july, he was arrested with a sawed-off shotgun on a map that marked several tourist spots including the white house. then gonzalez was stopped with a hatchet near the white house fence. agents say both times they did not have enough evidence to

detain him. webb made that comment at a meeting at the national press club in washington. the former democratic senator says he's currently looking at whether he'd have enough support to run it he says he's disturbed by the country's direction on foreign policy and economic inequality here at home. web choose not to run for a second senate term back in 2012. and we're going to go to the live desk again. let's find out what's happening. angie, what's going on? >> we this breaking news. we want to take you live to the scene. our crews there on the ground. this is where a shooting happened on k street. this is near the intersection of 3rd and k. the 300 block of that street. hearing that, a man was taken to a nearby hospital. he was possibly shot in the shoulder. no idea why this happened or who shot him. police right there are looking for the shooter. we are going to continue to follow this story.

it's apparent there's traffic still moving by there on k street. they do have the front of that mechanics store roped off. this afternoon, president obama will chair a security council meeting at the united nations. this comes after his address to the general assembly. it's just wrapped up. nbc political writer carrie dan joins us now. have we been getting any reaction from capitol hill yet? >> he had this speech to the general assembly today. he said first, the united states is leading both on the ebola crisis and isis and addressing global poverty. he says the united states has a role to play. we're sort of this shining nation and we want to be leaders as a part of this effort. the other part was, though, as the message to the international community, especially to arab nations, saying we need help. especially not just on the military side in confronting the isis threat but also things like

addressing global poverty, addressing the root causes of terrorism and stopping recruitment. i think those are messages that in congress are going to be fairly well received. congress is still asking the president if they -- many members of congress are saying we really need to vote on the issue of whether or not these air strikes in syria can be prolonged. congress needs to have their say. i think that's what you'll hear members of congress focusing in on the road. >> we see some political candidates using the isis threats in their campaigns for this coming election. what do you hear? >> especially republican candidates. this is sort of in their wheelhouse. national security's an issue that voters really trust republicans on more than democrats. as the national conversatis switching from health care and the economy, changing more towards the threat of global terror, you're hearing candidates like scott brown in massachusetts, some canni congressional candidates saying, hey, i'm going to be the

candidate keeping you safe. >> hillary clinton spoke today at the clint global initiative. she seems to be -- not distancing herself from the president's though to what's happening in the middle . why do you think? >> despite the fact the president ha rati ratings, he and hillary have to kind of meet each other. it's in her interest for america to look towards the president's policy which sees them working in their favor so if she mounts a 2016 run she can point to her accomplishments when she was at the state department and obama has an interest in his legacy as well, instead of having a republican defeat clinton. >> another sign she's running? >> i think there's plenty of signs she's running. for more from the nbc news

political team, check out nbcnews.com. we now know a little more of what the three afghan soldiers were doing while they were missing from a military base in massachusetts. remember, we told you about that. new video shows you the three visiting a strip club before going to the canadian border. nbc reports. >> reporter: a group of men spill out of zachary's pub, a strip club at closing time, early saturday morning. among them, three afghan soldiers based here on cape cod who had later that day taken off for the canadian border. melissa, a dancer at the club, remembers the three, because they looked foreign, but not out of the ordinary. >> they were nice. they tipped. they were sweet, respectful. i ended up doing a lap dance for one of the guys and he was, like, just stayed as still as a statue. >> reporter: the officers were part of a larger group of more than 200 military personnel

taking part in a joint military exercise at camp edwards over the weekend. military officials say they were not confined to the base but did slip away while they were on a hyundaiess mall on saturday. she says she was surprised to see the men on tv after they were stopped at the border at niagara falls. >> i just knew they were in the military and they just were off base. like that's really all i know. i just simply thought they were military guys looking to go have a good time. >> we have results of a new etiquette survey. find out when most people think it's okay to use your cell phone in public. plus, those new iphones may look shiny and sleek. we'll show you the bending defect before you

by now you may have heard about bend gate. if you have a brand-new $300 i-phone 6 plus, you're going to want to handle it very carefully. others say it bends. >> now we have actual evidence on camera not just a picture of a bent phone after the fact. >> take a look. this person on youtube actually put the issue to the test. you can see his phone bending as he puts pressure on it. he said it was painful to do it

but lots of people are saying the problem can happen just from wearing tight pants. when is it acceptable to use that phone and when should you just put it away? we have the results of a new survey this morning. according to financial website the street, 65% of people say it's okay to use your phone while you're walking. 28% say it's okay to check the phone at dinner. that number goes up to 48% if you're sharing something with somebody at the table. at the movies, 26% you can use your cell phone during the previews. but only 9% say it's okay to use the phone during the movies. you may or may not agree with the survey. before vandals strike again. plus, natural gas is running through underground pipes. it could cause a dangerous explosion at any moment. plus, what they're saying about the old infrastructure.

it may not become a big impact on your moevening commute but i may interfere with your night activities and the baseball game. outside, there, as i mentioned, the full cloud cover outside. no rain just yet. but that's not going to take too long before it does move into the area. just know where that umbrella is. right now at national airport, 66 degrees is the current temperature. 63% humidity. notice the gap there. this is not anywhere near a saturated atmosphere. we have 100% relative humidity. the air mass is still fairly dry. courtesy of that northeast wind at the surface that's bringing the drier air in. the first leading edge of the rain drops will evaporate before they get to the ground. still kind of cool with the clouds. upper 50s in the western suburbs. low and mid-60s along the bay. going outside, doing anything

this afternoon, maybe taking the dog out, upper 60s to maybe near 70 for a time or two before the rain drops settle in. here's your forecast. by 5:00 this evening, still cloudy but dry. notice the rain drops starting to encroach in parts of southern maryland and the eastern shore. by 11:00 tonight. that's when most everybody will be seeing their first drops and moderate rain. some potentially heavy rain, that super soak, tonight, into early parts of tomorrow. here's where the edge of the rain is now. moving steadily northbound. it's not racing in because we had to work through the dry air still. there's a lot of clashes along the coastline. that plume of moisture goes to the state of florida. so all this moisture is being driven right up the eastern seaboard. we could get several inches of rain in some of our suburbs by the time this is done. if you're going to be outside by

the rest of this afternoon and this evening, just your umbrella, nothing too heavy. that big umbrella might be a better idea. going back to our future weather, at 11:00 tonight, there's the leading edge of the moderate rain coming in. moderate to heavy rain into the early morning hours. by 7:00 a.m. early tomorrow morning, that should be starting to wane. i do think it will take a while before the rain gets out of here. according to one computer model, they'll see one, maybe as much as two inches of rain. higher rainfall amounts east of i-95. lowest rainfall amounts out towards the shenandoah valley. here's your seven-day forecast. rain showers plenty in there for the remainder of the day today and overnight tonight. as you get into the weekend, things will clear out and dry out and warm up. highs in the 80s both days this weekend. >> okay, thank you, chuck. >> thank you. >> authorities are trying to get to the bottom of hateful

graffiti messages. painted on the sign in the community. the sheriff says there have been several reported cases of graffiti disrespecting the hindu religion. a mother discovered it and says it was difficult to explain the incident to her children. >> i didn't expect to see that here. this is like a very diverse place. >> it's disappointing to see this. it's just a lack of understanding, of cultural diversity it. it's something we have to understand. >> they are working with the homeowners association to find potential suspects. new numbers say the whooping cough outbreak is growing. we called the county health department who said there have been 29 cases since the first week of school. that's nine new cases in the weeks since our last report. 24 of those involve school staff or students. there is a vaccine for whooping

cough. you probably know that. make sure all of your children's shots are up to date at this time. there is a growing problem in this country. happening right beneath us underground. pipes installed 100 years ago that carry natural gas putting homes at risk now. the problem is several type ti week they begin leaking. it sometimes ends in tragic results. >> reporter: it took but an instant for the neighborhood to go up in flames. eight people killed. 30 homes destroyed four years ago when a 50-year-old leaking underground natural gas line suddenly exploded. for sue, the loss was unimaginable. her teenage son, her husband and her mother-in-law all died when her house was leveled. >> you know, we had a bright future ahead of us. and now in a second it was taken away from us. it was horrible. >> a disaster that's been repeated across the country. in new york city last march, eight dead.

in brentwood, a toddler killed. in pa, five dead. now an investigation has found that every other day in america a gas leak damages properties, injures or killed someone. half the time construction crews are the problem. the problem, the pipes under ground are 100 years or older. >> the older gas lines, particularly cast iron, are more prone to crack and leak gas. >> reporter: the northeast and midwest have the most, snaking beneath big cities like boston, detroit, philadelphia and new york. here in washington, d.c., buried beneath my feet, 418 miles of cast iron piping. digging up city streets and replacing those city lines isn't cheap, $2 million per mile. >> if you live in one of those older east coast cities that have hundreds of miles of cast iron pipe, you know, that's just a failure waiting to happen. >> reporter: while federal

regulators are pushing facilities to replace old lines with pvc piping, that could take 50 years. >> there's always an effort to make sure the highest risk pipe is taken care of when it needs to be taken care of. >> reporter: with each passing day, the risk from corroding and leaking gas lines only grows. tom costello, nbc news, washington. new today, a large number of ebola vaccine or amount of ebola vaccine may be available by the end of the year. the world health organization says that vaccine will help control the outbreaks that has sickened more than 5,800 people in west africa. previously, experts have said a drug or vaccine would not be ready in time to help. the vaccine has been difficult to control with the traditional methods of control. a heads up from home depot as it investigating its recent

new report today that says 43% of companies have experienced a data breach in the past year. 43% of all companies. the report was con duducted by ponemon institute. it says those breaches are getting bigger p. 27% of companies still do not have a response plan in place. and new today, a study says more of you are delaying a trip to the altar. the new numbers on marriage. >> according to the research, there are a record number of americans who have never married tap. here's what the numbers used to be. 1 out of every 10 of us never married tap pd, that number is 1 out of 5. that's according to the most recent deal in 2012. the study says the changing culture is the reason. the median age for marriage is about six years later than it

was. if you want to marry someone with a steady job, those people are now further and fewer between. some people, especially younger people these days, are simply living together and raising children without marrying at all. we've put a link to the whole study right on our website, search ngton.c > a new study is easing ncern about treatment given to children with adhd or attention deficit hyperactivity disorder. many worried that medications such as ritalin could stunt a child's growth. the doctor joins us now to clarify the research. what does it say? >> in short, the study found the medications do not stunt growth. this was a unique study. it's the first time i'm aware of we have this study who followed these kids through their adult hood. what they found is those kids who took the medications on average about four years had absolutely no shortening of

their stature. they did find, however that boys who took the medication for three years or longer did have a slight delay in the time in which they reached their peak growth or their peak growth velocity or your growth spurt so to speak. >> do they have to be off of the drug by then when they reached their growth spurt? >> by that time, many of them were off the medications anyway. there seemed to be about a six-month delay in when they would reach their growth spurt. it provides more evidence to the research that we've been thinking a while. the medications may slow growth a little bit but ultimately they're not going to stunt your growth. >> an interesting question, do people have a growth, a height that they're going to reach no matter what, so if they stop the medication, even at 18 or 19, they might still reach that growth? >> that's what i think, yes. i think people are predisposed to reach a certain height depending on environmental factors. it doesn't seem the medication is going to really have any major impact on that. >> does that study go along with

what you have seen in your own psychiatric practice? >> absolutely, because what i've seen is pretty much everybody in my practice looks like they belong in their family. i've now, being in practice for 14 years, to start kids on these medications at a young age and see them off to college and they all look like they should be the height they are. i'm not seeing a bunch of short people in my prtice. >> what should a parent do if they're worried their child's growth might not be achieving what they would have expected and they're on the adhd medicine? >> one of the main things that i think attributes is the appetite suppression. so if that's happening with your child, you may want to consider having them not take the medication during breaks, weekends, summers, et cetera. typical typicall what i've seen in my practice, is kids will grow like weeds during those times. over the summesummer, they real sprout up. i think you should talk to your

doctor if you have these concerns. there are other treatment options. there's some nonstimulant treatment medications. so those could be an option for some people. >> good advice. >> thanks, barbara. >> good to see you. >> you, too. we want to go back to the live desk. >> we have breaking news. a breaking story out of chicago, illinois. we're hearing that there are reports of a suspicious bag found at o'hare international airport. moments ago, i was monitoring the live feed. we were able to see the planes were grounded. in a portion of that airport. a lot of choppers overhead. the airport did send out a tweet saying part of the terminal is shut down. service to that terminal has been suspended. local police remain on the ground. working with the bomb squad. that's coming from authorities. they're working to clear this item. so, once again, part of o'hare international airport closed down as they investigate a

we are looking for rain later today, maybe some flooding too. >> possibility, yeah. the heaviest will come in during the overnight hours tonight. after most of us go to board. into the predawn hours of tomorrow morning. they'll be a whole lot of rain around. here's the leading edge of the rain drops. just off the southern tip of st. mary's county. rain towards nor tafolk and virginia beach. a lot of moisture to work with. this is going to be a steady rain for much of the overnight hours tonight and into the early parts of the day tomorrow. that moisture train goes all the way down to the great state of florida. with that in mind you seven-day forecast looks this way. cloudy skies. rain showers. rain open and on through at least the early part of tomorrow. i think we'll be dry by the commute home tomorrow. the commute in tomorrow morning could be badly impacted by the possibility. again, any heavy rain could cause some ponding of water on the roadways. there is a flood watch out for overnight, into early tomorrow.
